The Secretary of state for Foreign Affairs presents his compliments to the United States Ambassador and has the honour to refer to His Excellency's note of the 24th December last, transmitting a copy of a Note Verbale (No. Ill b 32186/193486) from the German Foreign Office relative to the alleged conditions prevailing in the Concentration-Camps at long-Kong.
From a report which has been received from the local authorities in this connection, it appears that the specific case cited by the German Government is that of the Frisoner of "ar A hauler who was tried by a military court on the 1st June, 1915, for escaping from the custody of the escort by whom he was being conducted to the dentist.
